i'm tired of unrelated topics, i want to know how to report spam topics DO NOT REPLY UNLESS YOU CAN OFFER CONSTRUCTIVE NOTES

You use the report button. It's the one above every post that looks like an exclamation mark. [!]

You can't report a gallery post.
It won't be allowed through if the mods deem it unworthy.
If it's on the gallery, you don't need to report it because it didn't do anything wrong.

On a Gallery post there will be a section of three periods […] in the description panels header bar, flush right. Clicking on it will offer the option to report the submission.
If you mean a Forum Thread post. You can report it in the same way you report any single Thread comment. You must go the original post to achieve this.
You cannot report comments on Gallery submissions.
Please phrase your question more clearly in the future to avoid confusion.
