Bombs of mutagen gas dropped on April 16th 2081.
In 2081 an unknown powerful group of radicals bombed every country with a mutagen gas that began to mutate the planet. Some people mutated, some mutated, just not visibly, some didn’t mutate at all. The variety of mutations, and the reactions of others to these mutations, caused a death toll of 50 million in the first day. This, paired with the mutation and change of many ecosystems, caused many governments to collapse and chaos to ensue. This story is about the planet rebuilding.

Factions:
United States Restoration Corp: Their goal is to restore America to its former glory. All mutants should be purged. The CDT and Vintage Highwaymen are mild nuisances. They are spread nationwide.

Captain Patrick Carson
USRC Special-Forces: Highly trained in most forms of combat and tactical strategy, the USRC was impressed, but longed for more powerful soldiers. An undercover agent bought power armor from the Scrappers, and after a bit of reverse engineering, the USRC produced their own power armor. All command level special forces are given this power armor.
After this upgrade the USRC did something drastic. Almost going against their entire philosophy, top brass ordered their scientists to create a drug that, when taken regularly, would enhance speed and strength at the expense of emotion.
These commandos are used sparingly, and given little command authority due to lack of emotion during judgement. The commandos should not be trusted with any missions more complex than assassinations or retrievals.
Civilian Defense Taskforce: Their goal is to protect Wastelanders and friendly mutants from the USRC and anyone else who wants to harm them. They are spread nationwide.

Taskforce Intelligence Network (TIN): When the CDT was first formed, they realized that a sub group should be formed to keep their allies, enemies, and even themselves in check. TIN was created for that purpose.
They are trained in espionage, and to not trust anyone. Knowledge of their existence is only available for Sergeant Majors and above. They believe that as long as the CDT’s main goal is upheld, the preservation of all innocent life, that the ends justify the means.
The only problem is, unless you have proven otherwise, their is no innocent life.
The Vintage Highwaymen: Turning to armed robbery to stay alive, these men robbed abandoned museums of their WW2 equipment to protect themselves. They are localized in the New Paso area, but are spreading throughout Texas and the Southwest.

Mutants: There are 3 types of mutants: Friendly, Neutral, and Hostile. Friendly mutants just want to survive, like the Wastelanders. Neutral mutants want to be left alone, and won’t attack until they feel threatened. Hostile mutants will attack for food or just for giggles. Extremely dangerous!

Socialist Soviet Remnants: Soviet Remnant radicals who infiltrated America before the bombs went off. Now they are still trying to accomplish their goal of dissolving what’s left of the government. We don’t know how far they spread, but it can be assumed nationwide.

Margo's Mercs: A mercenary group consisting of military veterans, rejects, and skillful individuals. Once the biggest mercenary group in Texas, MM has now been whittled down to a handful of survivors. They often work for big groups like the CDT or USRC but can be found taking jobs from private contractors. Now consisting of twelve members, Margo’s Mercs choose carefully who they take their next paycheck from.

Post-Human Union: A band of mutant revolutionaries who believe that mutants are better adapted to survive in - and rule - the Wasteland. Though they don't outright hate all humans, they tend to think themselves better than them, and actively seek to destroy people and organisations who treat mutants as lesser beings. Localized in New Paso, but will likely spread.

Scrapper’s Coalition: The Scrapper’s Coalition is a nation-wide trading faction with a small presence in Mexico and Canada. They make regular trips into the exclusion zones. They have invented their own brand of light power armor, and are selling it for $200. They are pro mutant and have their main base in Utah, but Fernando’s group is in Sierra Blanca.

Sierra Nevada Range Survivors: A Mutant and Human society running off of misc supplies and materials. Located in the Sierra Nevada Range.
Axis Highwaymen: Formed by an ex highwayman who was slighted by “The General,” the Axis Highwaymen are the rivals of the Vintage Highwaymen. They dress, as one can imagine, in uniforms that reflect the German, Italian, and Japanese powers of WW2. They are based in New Mexico and revel in stealing from the, “Vins,” as they refer to them.
Intelligent-Life Coalition: The purpose of this coalition is be to start reforming the government in North America. Under this coalition, humans and mutants are treated equally, but not the same, as the needs and contributions to society of each mutant and human are very different.

Netgaris: A Mutant trying to make his way by selling weapons and supplies for cheap. Sells out of overturned hummer.

Captain Roebuck : Doesn’t sell things but will try to recruit you into the USRC.
Sergeant Major Angelica Diesel: Doesn’t sell things but will try to recruit you into the CDT.
Lieutenant Colonel Margo: Doesn’t sell things but will try to recruit you into Margo’s Mercs.
“Fernando”: Doesn’t sell things, but will try to recruit you into the SC.
”The General”: Doesn’t sell things, but will try to recruit you into the VH, or simply give you bounties.
Dr. Jackson Titan: Mysterious and reclusive, but highly technologically advanced, if you can find him he’ll hook you up with a sweet set of survival armor.
Tradesmen: These guys will take whatever you want to sell and give you money for it. Supplied generously by the USRC and CDT.
”The Furher”: Doesn’t sell things, but will try to recruit you into the AH, or simply give you bounties.
Director Dorn: Doesn’t sell things, but will interrogate you if you make him mad.
Locations
This story takes place in El Paso TX.
This is a list of important locations in the story:
Netgaris’ Shop: An overturned hummer in the middle of the Wasteland. Now abandoned, it is refuge for the occasional wandering Wastelander.
Fort Bliss: The base where the USRC controls operations in New Paso.
Blackie Chesher Park: The center of CDT operations in the New Paso.
Abandoned Sewers: Accessed through a manhole near Netgaris’ Shop. Home to mostly mutants but also some humans called Sub-Harenaens. Also a refuge for the CDT.
The Franklin Mountains : Refuge for mutant animals running from the USRC.
City of New Paso: Under the protection of the USRC, New Paso is home to many who just want to live as normal lives as they can.
Old El Paso Zoo: El Paso’s abandoned zoo. Home to mutant animals. The USRC gained access late February 2082, but then resealed the place.
Overgrowth: An area in between Fort Bliss and Blackie Chesher Park. It was once highly contested by the USRC and CDT, but as the plants grew more and more, the two factions wiped their hands of the place. It is now a lawless spit of land filled with thieves, mercenaries, and monsters. You may cross it, if you think you’re up to the challenge.
Scrapper’s Sierra Blanca Outpost: Fernando’s main base. Central hub for Texas operations.
SSR Tucson Base: Located underground somewhere on the outskirts of Tucson Arizona, this is the only SSR base that has been positively identified by the USRC and CDT. It will most likely be abandoned.
Unknown Laboratory: Located in France, this lab hosts the mysterious “Survivor” program, and seems to have a functioning AI. Only two people know of its existence.
