I want to make an enemy army of mercenaries and I want them to look similar. How do I do this without destroying my money?

I'd definitely recommend buying bulk from Ebay. A while back I bought a pack of ten old-articulation elites in great condition for about $8 AU. They didn't come with weapons, but I had plenty to spare.

Covenant weapons can be a real pain, but UNSC weapons are normally findable.
